Dubai off-plan escrow accounts hold buyer payments for a specific
development under a regulated framework. Before paying, verify the project
through Dubai Land Department, check the available escrow information and
independently confirm that the beneficiary and bank details match the payment
instruction for your unit. First-time and overseas buyers should complete these
checks before transferring a booking amount or instalment. Our Dubai property
booking amount and refund guide explains the reservation terms to
review alongside payment routing. Escrow is an important safeguard, but it does
not by itself guarantee timely completion or an immediate refund.
What are Dubai off-plan escrow accounts?
An escrow account is the development’s designated bank account for
off-plan buyer payments and project financing. It is a project-level
arrangement, rather than a separate account opened for every purchaser.
Dubai’s Law No. 8 of 2007 on real estate development escrow accounts provides for the account to be opened in the project’s name with an accredited escrow agent. Article 9 requires separate accounts for separate projects and dedicates each account to that development. It also protects the deposited payments from attachment for the developer’s creditors.
For a buyer, the useful question is specific: does the destination
on this payment request correspond to the verified escrow account for the
development being purchased?
How do you verify an escrow account before paying?
Check the project record, the account information and your own
documents together. A familiar developer name, a bank logo or an attractive
offer does not complete those checks.
1 Find the exact project through DLD
Open DLD’s Project Status Enquiry or access Project Status, also called Mashrooi, in Dubai REST. Search by the project name or number. Match the developer, project number and location against the reservation documents, particularly where developments have similar names or multiple phases.
Review the status and the date attached to any inspection or
progress information. Save a dated copy of what you checked. An account listing
and a construction update answer different questions; both deserve attention.
2 Review escrow information and the trustee
DLD’s Dubai REST Project Status guide describes access to project, developer, inspection and escrow-account details. Review the information available for the selected development. Screen layouts and available fields can change; if the details needed for the payment are absent or unclear, seek clarification through DLD and the developer’s verified contact channel.
Check the trustee against DLD’s approved escrow
account trustees. A bank appearing on that list confirms its listed
trustee status. It does not prove that every IBAN carrying the bank’s name
belongs to the project.
3 Match the payment request to the unit
Request formal payment instructions identifying the project,
purchaser, unit, amount and beneficiary details. Compare the full account
information with independently verified project information and the relevant
purchase paperwork. Ask about any discrepancy before authorizing the transfer.

Minor differences in how a bank displays a name may need
explanation. Obtain documented confirmation of the relationship; do not decide
that a close-looking name is enough.
4 Confirm the amount and its purpose
Ask for a breakdown showing the payment towards the property price and any other charge. Identify who is collecting each amount, its basis, the authorized payment route and the receipt you will receive. A label such as registration, administration or reservation should not be treated as permission to bypass the project’s payment controls.
If a charge is unclear, seek confirmation before paying it. This
guide does not establish a blanket exemption for separately labelled fees.
5 Confirm instructions through a trusted contact
Use contact details obtained independently from the official developer website or previously verified contractual records. Do not rely only on the telephone number inside a message announcing new bank details.
For buyers exploring property
directly from SAMANA Developers, request the payment instructions
for the selected project and unit through the official sales channel. Confirm
the account each time new or amended instructions are issued.
Should a booking amount go outside the project escrow account?
Do not accept a promise that a project-related booking payment can
be collected elsewhere and moved into escrow later. RERA’s Circular
02-2025, dated 19 March 2025, prohibits collecting project-related
payments outside the designated escrow account. It also addresses marketing
before registration and escrow requirements are completed.
Calling a payment an expression of interest or reservation does not,
by itself, establish an exception. If the explanation is that escrow will be
opened after collection, verify the position with DLD before sending money.
Also establish how the booking payment will be credited and what cancellation
terms apply.
What does escrow protection cover and where are its limits?
Escrow regulates how project money is held and disbursed. DLD’s escrow guidance
explains that releases follow the account agreement and verification of
relevant construction stages. This is a control over project expenditure;
buyers should separately read their own contractual payment schedule.
Article 15 of the escrow law addresses an emergency where a development is not completed. The trustee must consult DLD and take measures to protect depositors through completion or refund. This provision should not be read as an instant refund facility for every delay or change of mind.
Continue assessing the developer, current status, contract,
specifications and affordability. An escrow record does not establish the
apartment’s quality, future rental income or resale value. Obtain qualified
advice where cancellation, default or refund rights are disputed.
Is escrow the same as Oqood registration?
No. Escrow concerns the project’s payment account. Provisional
registration concerns recording your off-plan sale. An escrow account does not
demonstrate that your individual transaction has been registered, and a booking
receipt does not replace registration evidence.
DLD’s initial-sale registration service provides for developers to register off-plan sales in the provisional register and issue a provisional registration e-certificate. Its published terms require registration within 90 days of signing the sale and purchase contract. Request the certificate and check the purchaser and unit details.
DLD announced an
Initial Registration platform in September 2026 to integrate
developer-side processes, including project registration and escrow management.
Changes to the administrative platform do not remove the buyer’s need to obtain
transaction evidence.
What should you do if payment details conflict?
Resolve the discrepancy before authorizing the transfer. Ask for a
formal explanation and corrected instructions, then verify them through a
separate trusted channel. Recheck the registered project and escrow information
where relevant. If the account remains uncertain, contact DLD for guidance.
For example, if a request names another development by the same developer, the shared brand does not resolve the mismatch. The correct project and payment destination still need confirmation.
Where an instalment deadline is approaching, notify the developer
promptly in writing and request a resolution. If you already have a contractual
obligation, obtain advice on the disputed payment and deadline rather than
assuming that an enquiry suspends your obligations.
What records should you keep after paying?
Save the formal instruction, relevant signed documents, dated
verification record, bank confirmation and official acknowledgement. Ask for an
updated buyer statement showing how the payment was allocated to the unit and
the remaining balance. A successful transfer message alone does not confirm
that allocation.
Repeat the relevant checks for later instalments and review the full schedule using the SAMANA off-plan payment-plan guide. Keep correspondence about changes with the same transaction file.
When ready to proceed with a SAMANA apartment, request the current unit cost sheet and official payment instructions, or call 800-SAMANA. Confirm the project and payment details before making a commitment.
This guide provides general information on Dubai developer-sale
off-plan purchases, verified on 4 November 2026. It is not legal advice or a
verification of any individual project or bank account. Prices, availability
and payment plans are subject to change; verify with SAMANA.
FAQ Section
Can I verify an escrow account from outside the UAE?
Yes. DLD provides online project-status information, and its Dubai
REST guidance describes project and escrow details. Match the selected
development with formal instructions obtained through the developer’s verified
channel. If the required information is unavailable, request clarification
before transferring. Digital access does not mean every field will be visible
without additional steps.
Is a UAE IBAN enough to prove an account is escrow?
No. A UAE IBAN identifies a bank account; it does not by itself
establish its purpose or project association. Verify the beneficiary and
account details against official project information and confirmed developer
instructions. A bank name, valid account format or successful test transfer
does not replace that check.
Does a valid advertisement QR code verify the bank account?
No. DLD’s Madmoun service
lets buyers check an advertisement’s authenticity and validity and view its
details. That is an advertising check. It does not authenticate a separately
received IBAN or prove that your sale is registered. Open the linked official
record and check its relevance, then verify payment routing separately.
Are all off-plan instalments automatically construction-linked?
Do not assume that. Check whether your signed schedule uses dates,
milestones or both, and seek advice on disputed demands. The controls governing
releases from escrow are distinct from the payment obligations in your purchase
contract. A published completion percentage alone should not be treated as
permission to skip an instalment.
Can I ask to see records of my escrow payments?
Yes. Article 12 of Law No. 8 of 2007 allows depositors or their
representatives to access their own accounting records and request copies. This
is not unrestricted access to every purchaser’s information or the entire
project’s finances. Keep your transfer evidence and ask how your own payment
was recorded.
What if I have already transferred money to the wrong account?
Contact your bank immediately to report the issue and ask what recall or investigation steps are available. Notify the developer through independently verified contact details, preserve the instructions and transaction evidence, and seek guidance from the appropriate authority or a qualified lawyer. Recovery depends on the facts; do not assume it is guaranteed.
Can a relative or company pay for my apartment?
Confirm the accepted payer arrangements before initiating the transfer. Ask what identification, authority, source-of-funds documentation and buyer reference are required, and how the receipt will identify the payment. This guide does not establish permission for every third-party payment. A different payer does not remove the need to verify the destination account.
